Also i think Max couldn't rewind
so far back in time.
1) Max cannot rewind back that far.
2) It's just her boot caught. She could pull her leg out if she wanted, but she's in a panic and can't do it in time.
3) Arcadia Bay has crappy train sensors that failed and/or the way her boot is caught still allows for the connection to be made.
In reality:
The train is travelling at the speed of plot[tvtropes.org].
So, considering this, I think you have to cut the writers some slack because they wanted to create a dramatic scene with an emotional conclusion and relief. Perhaps it was also thought as a foreshadowing of the things to come, showing the inherent complication with Max's timepowers.
