It's an endoskeleton, or what's under the animatronic costumes. It turns to look at the camera along with the rest of the costume heads occasionally.

Porbaably just incase one of them got dammaged or destroyed.

It's not a naked animitronic, it's an endoskeletion, now there is rule in Freddys that no endoskeletion is not allowed to have no suit on, now when Bonnie is in the backstage, he seems to completely ignore this, instead of doing this, he just stares at the camrea, also on very rare times, the endoskeletions and the heads will look at camrea.

I guess Bonnie ignores the endoskeleton is that because, the Backstage is full of spare parts, and a spare endoskeleton isn't abnormal for them.
