Of course, those are just recommendations, not actual "age limits" and some kids far younger than that can and do play the games without being fazed. I really doubt there are parents out there repeatedly buying games that are nightmare-inducing for their kids. That's the kind of parental mistake you only make once. If your child becomes frightened, you're the one staying up late with him trying to explain the difference between fiction and real life at three ayem. And then you're probably going to be a lot more selective about what you let him read, play or watch. Been there, done that. :D
If a horror game is rated 12+ then obviously, it must be a terrible horror game.
