It's a VSync matter, most likely. When the VSync is off it's generally the cause of screen tearing. You can try forcing it on from your video card's settings

How does one exactly do that?

It does depend on the brand of your card, but generally you can find them from the Control Panel in Hardware and Sound. In some cases you might have them available directly from the Appbar on the lower right part of the screen.

If you don't know how to open the Control Panel: http://www.tenforums.com/tutorials/2691-control-panel-open-windows-10-a.html

I figured it out I have stopped the screen tearing with NVIDIA control panel, first open NVIDIA control panel by right clicking on desktop and selecting NVIDIA control panel click on manage 3D setting on top left corner under 3D settings. Scroll down the list until you see Vsync and Triple Buffer enable both. additionally look for Power Management Mode and turn this setting to prefer maximum performance. Finally look for the Max Frame Rate setting and turn this to your monitors refresh rate. You can find this information from control panel and YouTube.

i kind of found a fix, you just have to go into windowed mode (alt + enter), that fixed it for me atleast. the only downsides are that the game won't be in fullscreen and you would have to do this manually every time you play.
