He is considering allowing it to happen, as once he posted to another interested person, telling them about a few requirements he has for someone to bear the name of Freddy Fazbear for their restaurant.

Scott will allow it if he thinks you are worthy to do it, not if you "got the copyright", which, by the way, if he gives to you, is him basically giving you all of FNaF. He can allow you to use his copyrighted material, but he can't let you have the copyright to it without suffering a major financial blow.
