Five Nights at Freddy's
Foxy > Chica > Freddy > Bonnie
In terms of scariness I say. Foxy never stops being ♥♥♥♥ scary, the way he stares out of pirate cove at you and when he charges you down the corridor, it's full on heart attack fuel.

Foxy is a lot less scary when you realise how predictable he is compared to everyone else.
Foxy definitely is the scariest. He may be easy to avoid, but unless you keep an eye on Pirate Cove, he could kill you within the blink of an eye. I just played through Night 4 again multiple times (kept dying due to camping robots outside my doors) and I checked Pirate Cove multiple times and he was on his 2nd stage of leaving. He stayed like that for ages then I decided to track down Bonnie and Chica. Seconds later I go back to check on Foxy and he had already left his room. It creates panic to get off the cameras as fast as you can to shut the left door. Yeah he's not very threatening once you know how to beat him, but he is scary as heck when you know he's almost out of his cage/on his way to your door.

Well the thing is. When Foxy leaves his cove you have a LOT of time to react unless you check the one corridor he always goes through. For some weird reason he doesn't run if you don't look at him in that specific corridor. So there's no panick to be had really.

Yeah, agreed you do get a bit more time to react but after a bit of time he WILL come in and kill you. It's less of a panic yeah but for me when I see Pirate Cove's curtain open and no Foxy to be found I enter panic mode and rush to the door control. Though locking him out and seeing him reset is incredibly satisfying :)
While I do think Foxy is predictable when you see the curtain opens and he's gone, you know to expect him and deal with him.

However, what I mainly mean is you'll be searching for Bonnie somewhere and you don't realize he's left the pirate cove stage and you just see him sprinting for you it's pure panic as you close the camera and spam the left click on the door switch
To add to the discussion Chica is probably the creepiest but also the most goofy looking so I dunno if it scares me more than it makes me laugh or the other way around. Bonnie is a pain in the ass because I usually lose track of it although it's not tht dangerous.

Freddy is the only one that consistantly scares me whenever I don't see him anywhere since he's the only thing that makes me lose, ever.
If you want to avoid Pirate Cove dude, read this, and it's a spoiler as well.

To avoid the robot that likes Pirate Cove, when you see the curtains open, just close the left door, finally check the hallway. And he runs into the door, that's how I do it.

That's the only way to avoid him, other than keeping a camera on him regular so he doesn't come out at all. But if he leaves Pirate Cove, closing the left door is the only way to avoid him killing you.

Actually weather you look at him or not he comes out regardless starting wigth night 4. Looking at Pirate Cove too little or too much speeds the process up AND it's a bit random as to when exactly he gets into the next phase or "coming out of his cove" (eheh).

Enjoy your headaches.
It's true Foxy is predictable but on higher difficulty levels that doesn't mean anything. He can choose to hit you almost immediately or if you forget to check on him for 20 seconds. Before day 5 you'll likely only see him hit you once as long as you keep up on him but after that he becomes much harder to bait.

That said I actually find Bonnies "haunted" face (black eyes instead of the normal) to be one of the creepiest images in the game. The problem is he just shows up SO much that you become desensitized to his presence. The first few times he's going to legit freak you out but he just hits you so often you eventually just KNOW he's at that door. Still, black eyed Bonnie staring straight into the camera is creepy as all get out.

Chica doesn't particularly bug me, nor does Freddy. Save for the very first time Chica sneaks into the room and gets you when you open/close the camera. But once you know it's coming that scare is spent and she doesn't have much more to offer. And Freddy just...doesn't do much. Even on the later nights/difficulty when he's more active I found he mostly just wanders.
Bonnie gets you when you least expect it. By far the worst of the animatronics, especially on Night 4. I haven't made it to Night 5 yet but I hear Freddy himself becomes more active than ever before.
