Personally I'm a much bigger fan of Psychological horror through story, so I'm not picking this up. Games like Alan Wake, FEAR, and TellTales' The Walking Dead are my bread and butter.
Both are good in their own rights.
Outlast makes you tense, it trys to psych you out as well.
Five Nights at Freddy's is pure anxiety, dread and paranoia, where the goal is to not die by simply making it to 6am. I've played Anmesia and Silent Hill 2 and those made me tense. I played FN@F and I had to stop and lay down.
So it really depends on what you want. The game does have a story and its a nice mystery to try and find it hidden within the game (they don't actually tell you) - but you want more story in your face its not the game for you. If you want to be beaten with a stick emotionally, it is DEFFINITLY the game for you.
Night 1 is a very tame night, barely anything happens and is more to get you acquainted with it. The other 6 nights after that (yes there are 7 nights) are when thigns get strange. Once golden freddy appears on night 3 it just flies off the handle.
Beisdes, there's a free demo version on the creator's website that elts you play to the end of night two.
I've finished it. It's not as scary (imo of course) as people claim. It's about as scary as Slenderman, which isn't saying much.
Its a YMMV situation. Not everyone is affraid of the same thing. The anxiety, tension and paranoia of the game work 100% for me. Obvioously, its not the same for you. :)
