What do you mean by use? Every item that you buy has text at the top that explains when it triggers the effect it has :)

You don't "use" them, they trigger
Put your mouse on an item, it will tell you everything about how it works and how to trigger it
Same for perks
Food items yeah you use, but same before feeding them to the mouth you can see what they do
