I thought the same thing, and I believe this is the reason why: God Ray's description says that each ray pops a random peg one time per proc of the item in slot #1. So each proc of the God Ray actually targets just one peg per ray, popping that peg once per slot #1 proc. If you get 1000 procs, it'll hit one peg 1000 times, but it will never hit two pegs.
That's my understanding of the item after playing around with it for a bit. Needless to say, it's not very good.
This is correct, unless you have a doubling build that can make every single peg huge so that the ray can hit a VERY large peg, the amount of time it triggers doesn't really matter.
If it triggers 1000 times and it randomly shoots at a peg with 8... Well, you are only going to get 4 pops and its done, wasting the other 996 pops.
You barely get the full effect of the ray unless you already have a broken build, and for the rarity of the item.. its kind of trash, but it has its uses.
