Subversion, paralyse and magic attack success depend on:
Attacker magic power, defender magic power, and defender's controlling wizard's magic power.
Bolt is depenent on spell power, attacker's magic power and defender's (non-magical) defense value only.
A=Attacking Wizard's MP
B=Defending Wizard's MP
C=Spell's Power
D=Target's MP

Ah, I didn't bother to read to the actual bottom of the magic power section. For example, towards the top, the in-game game guide says, "If a Magic Attack spell is cast, then the probability of killing a target creature is the ratio of the spell's Power to the target's magic power attribute." It's not until the end of the section that the game guide state the base power of the magic attack is affected directly by the defending wizard's magic power. Well that's part of this game's charm. In all truth, if a Giant Rat wanted to or an Eagle wanted to in real life they could really hurt us.
