Do you plan on allowing mods for the game?

Are mods already allowed and no one has created any or have you not allowed it? Do i have to get mods from a source other than steam?

The workshop is never needed for no game to have mods, although this one game doesn't seem to have any mods at the time. What games do need to get mods is people willing to make those mods, which sometimes just isn't going to happen, even if the game gets a Workshop.

And ultimately... No developer can "forbid" mods. At least not effectively. ;)
