It's located in the south east corner of the winterfell area in the early game area. (Around level 12-15) However be aware you won't be strong enough to fight drogan till much later in the game around level 23-24 or so, as you need 49k momentum. (Unless you spend a ton of real money on the game to skip to that.) You can still join the fight, but you'll be doing absolutely no damage and he will kill you instantly if he so much as farts in your general direction.

Remember, if an enemy has a yellow skull above his head, he'll be insanely powerful and hard to fight. If he has a red skull above his head he will one/two shot you and take ten minutes to kill, and if it's a skull with a border around it, it's basically the terminator, best of luck.
