Go to your C://Program Files (x86)/Steam/Steam Apps/common/Enforcer/Enforcer Data/DATA_Saves and open the xml file for the save you wish to edit (use notepad or notepad++). Near the top will be a "money" spot. Simply edit the value to how much money you want, save, and reload the game. That is currently the only way to "cheat or edit" to get more money that I am aware of.

In the DATA_CUSTOMDATA folder you can edit the CUSTOMDATA.xml file to make certain things cheaper as well if you wish.
