I suppose this mechanic can be as simple or complex as you want:
Simple: one or two NPC cops spawn in the town and just patrol around in a car or on foot. You may see them write parking fines, call tow trucks, check a car or two, guide traffic and so on. They may respond to NPC's drawing a weapon / running by drawing their own weapon and following them. Simple stuff, but it would make the game more lively and random.
Complex: Musing on into more complex stuff: It could be an idea to give the player the ability to command 0-3 or so NPC cops based on player rank. These cops could - for example - be commanded to go to a certain area and do something. For example: Go to X and set up trafic scanners there. Or go to Y and check cars there.
Aside from making the map more lively having such an option could tie in wonderfully with the games difficulty on later levels. The player could be given more missions which could be assigned to his NPC cops (Eg: Let that lowely new officer i an in command of handle those parking fines today). Other missions such as the murderer missions could be scaled up in difficulty by having more perpetrators, thus ordering an NPC cop to come along could be handy. Also, there IS a certain charm to arriving at a house and seeing two squad cars with sirens and lights on already there because you ordered them to that area.
Im not sure how well a strategic layer such as this would fit in the vision you have for the game, or how complex it would be to set-up using the current codebase. Even so, i would surely vote for it if it were a suggestion on the table. After all, the "chief of police" rank seems to suggest some authority over more than one cop. :)
