If you have Scaling set in Settings --> Display (Scale and Layout) (at least for Windows 11), it seems to factor this on top. Thankfully I have a two monitor setup so I could adjust the default scaling for this on my other screen. So for my 3840x2160 (screen the game was on) I turned my scaling from 150% down to 100% on the applicable monitor and it then resolution would line up. It updates in real time, so there was no need to restart the game at least. Still a nuisance mind.
