Thank you so much for the reply. Even if he’s not in the roster, I don’t think this will stop me from buying the game. It seems like he was added on Samurai Warriors 4 as a one time thing for fan service.

While he isn't here currently, there's been mention in interviews of future updates to the game that could add more characters, and there are other SW4-introduced characters too. So he may appear yet in the future.
