Yes, just have to get enough souls to unlock him. He is high up the tree.

I got the hack'n'dash edition and it lets me play as Lu Bu and a bunch of others from the beginning (probably because of the costumes it comes with), if you don't then he is going to take a while to unlock since he is at the very top, you need to unlock everything on the path to him, and he is 5000 points to unlock (which for now is the most expensive tier for characters). The same for Keiji.

Tadakatsu though is very easy to unlock since he is at the bottom of the tree.
