I don't know if it's becouse he's supposed to be that strong, or becouse I don't understand how to make the Sargent stronger (for example, what is a command range, and what does the vox upgrade to expand it do).
It's the extra AP that the Sergeant provides for any allies in range (the glowing yellow ring around the Sergeant). At rank III it provides a constant two AP instead of one.
Correct. Also, you can get the Battle Hero skill that allows a normal Terminator to add AP like the Sergeant.
Yep, it's lame
I almost wish I hadn't discovered this, even though I didn't put it to use in combat (I only discovered it when my Librarian was standing around bored while other terminators moved to the objective), it's soured my entire BA playthrough.
