Its a shame, dunno why they make upgraded weapons that you unlock if they are crap. It doesnt make any sense at all.
Other than that, the game is very fun.
It has 8 ammo, not 6. And it is supposed to have one reload, just like the normal Heavy Flamer. That gives it more shots but a lower chance to cause damage. Flames block movement, so the extra ammo is useful. If you aim to block movement and not to kill.
The normal Heavy Flamer has six shots and one reload. Incinerator results in sixteen shots total. Sixteen are plenty for all missions. So the Vulkan's 20 shots are not very useful.
If the Vulkan did not have one reload, that would be a bug. The reload does exist in my copy of the game.
Storm Bolter Mk IV:
Three bullets per squeeze of the trigger and ten heat result in three salvoes of three bullets plus a single-bullet fourth. That is not sufficient in overwatch. The normal Storm Bolter has five salvoes of two bullets each. That is much better, especially considering the better chance to hit for each bullet. In addition, sustained fire affects the 3rd (and 4th) Storm Bolter Shot or the 4th (to 6th) Mk IV shot. The Mk IV probably uses six bullets for the first kill, the normal weapon only four.
Storm Bolter Incaladion:
This is a suprisingly good weapon. You get eight individual shots. Only one bullet each, but those bullets are pretty accurate.
There are many suboptimal weapon variants not worth using, some that are situationally useful, and some that are just always better, like the defense-focussed melee variants (possibly excluding wolf claws).
The flamer variants fall into the situationally useful category, i.e. since the main function of the flamer is area denial, you'll probably make your choice based on mission duration.
The no reload thing should be a bug that happened me in that game, it never happened again until date.
That said, I find that my upgraded regular flamer with extra ammo works better on average, simply because I can use a few extra shots to either shout CLEAR A PATH or to actually prevent the Xeno scourge from approaching while my Emperorer's Chosen are able to nobly escape via the end of a mission. The heavy is often the last to go, or is one of the last to go.
Unfortunately, I still end up with a lot of unused shots at the end of a mission, just because I am concerned I'll run out of ammo, and of course he is incapable of carrying a side arm.
