if you connect another monitor to the steam deck, the game work fine, after opening the main menu, you can return the image to the steam deck screen
On the bright side, I've found a workaround tat does not involve an external screen:
1. Go to desktop mode
2. Launch the game, It will glitch and you'll see a tiny line at the center.
3. Minimize the game window.
4. Right click the game item on the task bar, choose "More" and select "Maximize"
5. The game will show a correct maximized window.
6. Go to settings and set the game to run in windowed fullscreen mode.
Now it will start normally in fullscreen even in game mode.
Also, if you set normal fullscreen (non-windowed), then at the start the game incorrectly assumes a very low resolution, which seems to strengthen the assumption of screen resolution not being calculated correctly at launch.
