HELP socket error # 10054

I'v been trying to play this game for about a week now.

Every time i boot up the launcher I can't as it is a white screen with the gplanet launcher task bar at the top. Then it states "cannot connect to OGPlanet Server now. Please try it later 202

Socket Error #10054 (it used to say #10060)
Connection reset by peer

When I open it in the website I can see everything but the scrolling images.
I can click media and see vidios and screenshots fine. When i click forgot password or log in the whole website says

And it wont let me connect on the steam launcher

and it wont let me log in so I cant even contact the help desk.

I am currently on Texas Tech Campus but they sayed they shouldnt be blocking any website or games unless they alow peer to peer sharing.
I need help please I really want to get back into this game

I'm getting B9999 and service unavailable at different times... any chance the server is simply down? No notice of this or server maintenance being done. Did get this code once as well, they need to get the hamsters running the servers some food, or replace the dead ones.
