By making a double-play on defense, or by scoring a hit on a thrown pitch powerup

Powerups from double plays isn't until the 01 version. For the 97 version, you can only get batting powerups from a base hit off a powerup pitch.

In order to get a batting Power up, you need to strike out once, then when timed right they use a power up pitch and if you hit it and land on first base without getting out or a foul than the Batting power up comes up, but keep in mind not every strike out will give the opposing team a power pitch and their are times the opposing team will send it into a ball.

Every strikeout gives the opposing team a power pitch; they just don't always use it.

Just like we have the option not to use a power-up immediately.

Exactly. They'll save that stuff until the AI logic dictates they throw it. And a lot of times, they're not even in the strike zone.

Meaning most of the time, it's hard to get a batting power up.

Batting power-ups are so rare that they might as well have made earning one an achievement!

Only if you're playing on non-Easy mode.

On Easy, you can strike out on purpose, then use the easy mode's automated timing to hit the trick pitches.
