Japanese text doesn't display

I saw some of the other discussions about font/display issues, but nothing quite like the trouble I'm having.

Anyone have any ideas? I'm using Windows 7. The English version of the game runs fine.

Things I've tried:
Deleting the savedata folder.

Reinstalling the game.

Switching Steam client to Japanese. The client displays Japanese just fine, but the game itself is still messed up.

Running Steam through AppLocale. Surprisingly, this fixed the right-click menu, but the in-game text is still bad. Instead of Latin-character gibberish, it's now Asian-character gibberish.

Changing fonts. I looked at most of the fonts on the list, including @MS Gothic, Arial, etc. All bad.

Try setting your computer to Japanese system locale, NOT through Applocale.

Instructions:
Control Panel -> Region and Language-> Administrative tab-> Change system locale-> Japanese(Japan)

Then just click OK to confirm everything and restart the computer.
