How do I advance to the 2nd map?

I've defeated Paco (sp) several times, and cleared all the points of interest that I can find. Can I break the wall on the northern side of the map?

To get to the 2nd map you need to build the teleporter in your base and that lets you travel to the 2nd and 3rd map
