bronze poket watch/key

I have the mechanical key and the quest, ive gone to warehouse area and on the east road and checked the tanker, no pop ups occur ive checked every tanker on the map and nothing. any hints for this quest?? is it a seperate key? am i doing something wrong or is it not working currently

just for ease of searches,
the bronze pocket watch is on ground zero (the place directly attached to the safehouse) in the pile of cars just east of the sewer exit in the map.
and the key can be purchased from the vending machine in the safehouse
