Try jumping on a non player car that happens to be moving, and crouch on the hood. not the player car. if you do this, a glitch/exploit will occur where the cop or civ car will not mesh right. me and other players use this exploit to move cop cars into trees or buildings, and then under the map. I legitematley dont know anything to say that may help you with the subject of the player car and any bugs or glitches to do with them, as you already ascertained.
