Slow motion Running/ Everything?

I just loaded up one of my main game saves and when i loaded in i could not run at normal pace at all it was like a really slow motion/ glitchy run even the AI's were walking around really slow. but when im sprinting its the same thing, running really slow but every second or so it like teleports to where i would be if i was running at a normal pace. I checked my internet an everything was running fine and i even started a new game an it was perfectly normal in there, its just my one main save that is having this issue and i dont know what it is?!?!?!?!?

Potential fix for the “laggy” like running is turning off v-sync. I turned it off and it seemed to have fix the laggy running.
