Can't complete deal someone else accepted in multiplayer

I don't know if anyone else has noticed this, or if it's just me, but I noticed while playing with a friend that I could only complete deals that I accepted. More specifically, my friend had accepted a deal with Elizabeth at a certain time, and I went to complete the deal for him because I was closer to the location. After waiting a couple hours for Elizabeth to show up, I asked my friend to come to the deal location, and he was able to see Elizabeth and complete the deal. We tested this a couple more times, and it seems that the only person able to see the NPC involved in the deal is the person who accepted the deal.
I'm not sure if this is intended or not, as I can see it could be fun to see who could make the most deals, and prevent stealing deals someone else already accepted.
