Can't remove clothes

I got some tattoos, but I can't see them because my shirt is always on, even when I take it off from my character. A few times I've been able to get it to go away by swapping out a bunch of clothes including pants and belts, but sometimes those get stuck on too. Last time I restarted, I started naked. This time, I started with the bugged shirt on again. The first time this happened was wearing the v-neck shirt and it's been an issue ever since. Playing multiplayer if that helps.
