So, for example, if they are trying to fill a pot with soil but are out of soil, they will not continue caring for the rest of the pots. Instead they will just stop working altogether.
They will then wait outside until you resolve the issue that they are waiting on. In the example case, they would begin working again as soon as you put soil onto their supply shelf.
And sometimes it's not obvious why they aren't working. For example, if you picked up and replaced an object that the worker was set to, you will need to set that object again for the worker. This is very easy to do and eventually make it so the worker has no objects set to work on, so they just don't work.
Another example of an easy problem to create for them is setting a certain workable-object to only produce certain items. For example, if you select a pot and it is only set to use a specific type of seed or specific additives, and not realizing this you did not add those to their supply shelf then they will not work on that pot because they don't have the right seeds and, again, in some cases will stop working altogether.
Finally, one more example of a worker issue is if their 'destination' shelves are full and they have nowhere to place the finished items.
So if they aren't working make sure that all of their stuff is set properly with the clipboard, make sure they have supplies, and make sure that their destination shelves have room for new products.
There are also some complaints that the workers simply just 'break' if you have played the game for a while non-stop. I have not seen this happen myself, I think it is more likely that they ran into a non-supply issue or something, but if this ever happens to you then just save, go back to main menu, then reload your save. This will correct most bugs that may have popped up over time during a single session (including fixing no one being at the Pawn shop), temporarily, until it happens again anyway...
They will also, of course, stop working at 4AM until you go to sleep. But I think most people already know that one.
