NPCS walk into car on cinder blocks

i'm sure we all seen that there is a car outside of the motel, i think a few other places in the map, and it sits on cinder blocks.

I used to have the cops called on me randomly and getting arrested, i never knew why. Then i saw it, an NPC walking into one of those cars, getting mad, and then calling the cops.

i'm very curious as to why this happens, do we own these stationary cars (future update maybe??). Have you guys had this happen?

mine has completely bugged out and is now blocking the bridge so i can't drive to the gas station easily from the motel way
