Handlers Suck (not really, but they are super buggy)

Literally have everything set up, but this dude says there's nothing to do and he needs stuff in his workstation, but he has it all there just won't do anything.

Edit: Fixed by reloading, but breaks again pretty commonly, so just be prepared to reload a lot.

make sure the shelves arent blocked. if you jam them all together, they cant access them

I've had them bug out on me a few times. Here's some things to try:
- Make sure they have enough space in front of their station or storage rack
- Give them a punch to see if they get unstuck
- Save and restart the game.

If they are still stuck after that you might need to move around some furniture to give them more space.

A few things I've tried and seen online - Knock them out by punching them. They get up the next day and it "resets" them.

As donut32 said, make sure shelves aren't directly behind the mixing station. They break that way. Have to make sure theres plenty of space to walk around.

Clear the route and start over. Pick up the equipment and put it back, then start over.

Read again. They asked about the Storage container to TAKE the product to. Everything they need to Package stuff to TAKE to THAT empty storage is there and they weren't doing it.
