That is a common problem. I took him off my dealers list, proceeded to the next day, then saved and rejoined. He was there after that. Some people say that you just need to save in the motel then quit and rejoin.

When this happens I just reload the game and he is usually there the next day.

I have never ever seen an npc in the pawn shop yet. It is totally non functioning for me.
