It's not as easy as just importing steam's ws api. For starters, if the game isn't designed in way to easily mod stuff you're basically limited to texture packs.

lets hope it will support steam mods at some point.
honestly unless you really don't want mods for your own game, I think a game always should have mod support. Unless it makes 0 sense but in this game it does.

The game is very moddable already, you'll have to go to a third party site to do it as workshop integration isn't a simple on/off switch. Unity is pretty open to modding thanks to third party tools, so at the moment he should probably focus on cleaning up and working on features that complete the game and wait for modders to have a wishlist than it is to spend a bunch of time now to incorporate modders with no idea what they want to do yet.

Games were modded far before workshop was a thing. I was capable of modding all my PC games when I was 7 years old. If you can read, you can mod.

Unless you're absolutely mystified by opening a folder, or dragging and dropping files, or right clicking a mouse, I guess?

People in fact are mystified by folders, copying files and even typing onto a read file. I wish I was kidding but I worked at a place where both the 20 year olds and 60 year olds were clueless how to use a computer beyond double clicking on the program they are supposed to use. We have crossed the threshold where computers are so convenient that kids aren't learning how to actually use them beyond the hand holding immediate interface.
Because nexusmods exists, steam workshop isn't exactly a priority when there's already mods for the game available on the most widely used platform to get mods.

Not like installing mods is hard if you read the install instructions or watch a youtube tutorial.

Your point stands strong but personally, I would prefer steam workshop every day of the week. You just click the subscribe button and you are done.
