I hire a cleaner assign him/her a bed pay them for a week and assign them 3 trash cans.
They will empty them once then stand by the dumpster and be idle. Only interaction after that is to fire them. garbage piles up and they will just stand there really frustrating.

You're doing something wrong or you should save and reload. They do get bugged sometimes.

This is happening to me too. I noticed it gets a lot worse the set up is hard on the path finding. For example, I just redid my barn setup so that I had 8 pots around a garbage can. This worked mostly okay as long as there was free space around the pots.

If not the cleaners would clean for a little bit but then bug out like you mentioned. It's not that they can't get to the can, they work fine for a bit, but then bug out.
