BOTONIST WONT USE FETILIZER

Everything is on the same large shelf...seeds and soil and fertilizer. She uses the seeds and soil just fine but wont add fertilizer, WHY???? any ideas. I have moved the shelf and restocked and assigned a few times after restarting game and still she wont use the fertilizer. Any one know how to fix this???

Have you set the pot itself to use additive?
