Pager is Broken - Might also be reason for Dealers not working

Pager is officially not working on my machine. Doesn't matter if I'm playing single player or multi-player that I host. When playing multi-player with other, no problems...

Tried ensuring all mods removed, verifying integrity of game files, overwriting the save with a new one. With original save it stopped my dealers from doing deals because no one is paging. Now with new save started, no one calls... ever.... just sits there with the message "Waiting for your first customer to page" or how ever that message goes... Can't submit bug because trello board is full from other complaints.
