Why isn't the Pawn Shop guy in?
The Pawn Shop guy isn't in the shop? Is he only in at certain times?

I've visited the pawn shop two times early in the morning and the guy was there.

Hes a buyer himself. Go sell him his drugs and he'll return to the store.

Make sure none of your dealers have him assigned
After unassigning you have to complete one deal with him to make him return to the shop

same issue here. Was curious if my game was bugged so made a clean start, but still no pawn operator.

Make shore your not selling him something a little funky, my dealers hand out explosive stuff so he kind of has a reason not to show up... oops

It's honestly bugged and needs a fix. You can have him off dealers and have no active deal with him but at least on an older save (haven't tried making a new one) he will only show up the first day after a save/reload then be gone forever.

He's bugged. Until it's fixed go to the motel, save and load.
