Can't advance in the prologue...

In the prologue, where you serve the first three customers, I can deliver to the one behind the gas station, but not to the second (blue house) or third (behind the pawn shop). When I approach them, they say "good morning," but I can't complete the transaction. What am I doing wrong?

Have you tried starting a new game on a different save?

Sometimes customers are not perfectly in place for the deal so won't allow you to complete. I've had it happen rarely in the main game, but never in the prologue.

In the main game I just go off and deliver to the next person and they are normal when I get back, but considering how close yours are in the prologue, and that it has happened to both?

Try punching them, or driving out of the town and back, or restarting because you just hit a bug :)

I started a new game and happened again. I can only complete one transaction of the 3.

I'd try what Shaitan sad. Punch them or drive out of town and see what happens.

Or save the game and reload, i have cops and other npcs that get stuck and a quick save and load fixs that.

When npcs are off the pick up spot you can walk into them and nudge them, that will reset their ai and they step into position
