Who keeps littering?

Hello, I'm your friendly neighbourhood coke dealer. I like my hood to be clean and respected and to help with this my inventory consist of:
1x golden skateboard (Fast travelling)
2x m1911 ( got to stay safe, was carrying 1 with a mag, but it's faster to switch to a second weapon)
20x 8 mix baggies (for night time drop offs and that 20% extra bonus)
4x trash grabbers (To keep the streets clean and to save the pennies to make the pounds)
I make sure every day my properties are clean and have no trash. I take this further and provide free trash pick up for all the other companies during the day and to help the community. Every day I wake up and the map is full again, I need to know what npcs are causing the most trash so I can end them in the mornings. It will be worth losing the deals for the day to keep the streets clean.
Are other binmen/dealers having this issue?
If so advice would be nice.

The trash is an endless spawn, it doesn't matter what NPC's be doing it, it spawns back after some time. You will not clean up every trash on the streets, it'll just respawn.

Be cool if I could buy a street sweeper to do my drop offs in then if that's the case. All the trash makes the place look awful. I don't mind everyone exploding and being green that doesn't affect me, but leaving cans and needles out side my property aint right. I should be able to serve some sort of justice to the right people.

Uh, littering is synonymous with American living.

Too bad they don't cane your @$$ for littering like they do in Singapore.

That's me, sorry. I was just throwing the trash all the drug making created out the door into the street.
