Shirley Watts unavailable for deliveries?

I am unable to get the sudo dealer to make deliveries. I have purchased from her multiple times. It shows her as loyal but the bar is stuck between blue and green and it wont move up.

I have only bought low quality and high quality sudo from her. Maybe i need to buy medium quality too?

You can only raise loyalty from doing dead drops. Not from doing in person meetings.

Fill her money box, continue dead drops, multiple per day if you want. She'll come around. Took me about 6 drops past unlocking delivery stage.
