DIsable V sync
someone had to do some tweak to their cpu, p core multiplier to 53 or something like that
You can check your cpu and see what others have done online the P core multiplier has to do with teh clock speed so you have to do some research, I have not got a new cpu yet but when i do i will have to figure out how to disable hyper threading and E cores and how to set my P core multiplier in the bios. My cpu is still running all games perfect so i dont have to worry yet but newer cpus you should be looking into this if you are a gamer.
Sometimes factory settings for your CPU is not always great and can cause issues for some games. Some games dont like overclocking and some cpus are set to use eTVB/TVB and it will cause frequency jumping
also here is more inforamtion that I keep as to not forget to go through when doing a fresh install of windows

Disable Nagle’s algorithm you need to find your IP with IPconfig then go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces{NIC-id} For the {NIC-id}, look for the one with your IP address listed. Under this {NIC-id} key, create the following DWORD value:
TcpAckFrequency=1 and set it to 1 to disable “nagling” for gaming.
TCPNoDelay=1 and set it also to 1 to disable “nagling”
TcpDelAckTicks=0 and set it to 0

"NetworkThrottlingIndex"=dword:ffffffff (DWORD, default: 10, recommended: 10 for media sharing, ffffffff for gaming and max throughput, valid range: 1 through 70 decimal or ffffffff to completely disable throttling)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
"SystemResponsiveness"=dword:00000000 (default: 20, recommended: decimal 10 for general applications, 0 for pure gaming/streaming)
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
LargeSystemCache=0 (DWORD, default value: 0, recommended value: 1 for LAN throughput, 0 for gaming)
A value of zero establishes a cache of ~8 MB, a value of 1 allows the cache to expand up to the amount of physical memory minus 4 MB, as necessary.

Heterogenous thread scheduling policy: Change to "Prefer performant processors"
Disable Game Bar and ENABLE Game Mode, Game Mode is good now.
Disable "Flow Control" and "Interrupt Moderation" in your Network adapter properties
Ya I wouldn't do all that, it doesn't even help that much anyway. Better to just use Process lasso and one click & done then all that.
Besides that the problem is the game, You can disable vsync to fix frame "pacing" but not the FPS. FPS will be bad no matter what (Compared to your normal) once you start hiring employees. Trash has very little to do with it (But helps... not much)
