Strange input issue? Drug effect?

The game has run smooth for me for multiple days but now theres some weird input issue that looks like a frame drop. I first noticed it when driving the ♥♥♥♥♥♥♥. While I'm driving, every 2 seconds it looks like theres some game lag that pulls the vehicle back just a bit, but continues going forward. This issue came out of nowhere. It happens all the time now even walk running, skateboarding. It looks like a FPS drop but my FPS stays high. I was wondering when this happened and i remember exactly when it started. I discovered that you can use your own product yesterday. After smoking something, the player experiences the effects. Once the effects wore off this weird frame drop crap stayed permanently. I have reinstalled, updated, updated drivers, this just sucks now. Game isn't smooth with this ugliness.

When running and pressing V, I can see my character running forward, then slightly back as if I took my finger off the forward key. Its like it thinks the forward key was released for a slight moment. that's the best way I can describe it

same. not drug effect. My game has been smooth but today it started lagging and has a bad drop in framerate. unplayable right now.

yep, same thing is happening to me, im not sure whats triggering it, maybe the car (because i recently bought one too) it doesn't happen on smaller saves i have with less properties and no vehicles. I've been troubleshooting my pc for hours and have concluded its probably the game. Also the peak frame rate optimization in general is just not there, i should be able to run this game at 60fps or higher consistently, but its stuck at 35 and stuttering
