I got shoes at the boutique, but can't figure out how to put them on D:

Hit Tab to pull up your phone, at the top of the screen are the words Phone and Character.
Phone obviously is for your phone, but Character leads to the paper doll UI where you put on new clothes.

And you have to take off the existing shoes, and then right click the new ones in your inventory to put them on.

You only have to take off the current ones if you're replacing them with the same ones in a different color. You can quick swap combat boots for sneakers, or sandals, you can't quick swap sneakers for sneakers.
