Try saving your game & restarting it to see if the issue resolves itself. If not then it would be worth reporting it as a possible bug.

You can also buy baggies from a Gasmart, there are 2 of them & they are both always open for business.

there's also a second shop across town you can get stuff from. it's near the realtor. I don't know if he shut down in your save file, but it's worth checking.

It seems that they may be playing the demo. That is a common bug in the demo. Usually saving and reloading fixes it.
