OPTIMIZATION FOR LOW SPECS/ IGPU SET UPS / STUTTERING/JITTERING

Hello Tyler, I hope you will notice us, anyway recently because of tons and tons of updates the game became more laggy it can only for those who have better set ups, jokes on me i guess, it fps drops and also i noticed that when trying to run the jitter/stuttering of FPS makes the character unable to do the RUN animation and the police trucks they're crashing each other.

- i hope this game can run with the set ups of integrated gpu's and not needing a dedicated gpu for shader

The latest update seems to mess up the performance overall. With Ultra quality my graphics card now somehow draws between 390W to 405W. On high quality its just 130W.
