Management Clipboard Disappearing Each Time I load my save.

I started a new save out of boredom and got to the point of hiring employees for my business by the "story". I assigned the employees and paid them for the popups to go away. But now every time I reload my save since then my clipboard is missing and have to revisit the warehouse with the door talk animation to get it back from Manny, rinse and repeat. How to fix this bug? I did try the console command to spawn a clipboard but it takes up a slot and its annoying.
