Ever since I gave him my free sample, and he accepted it. he hadn't text me for another batch. I tried to sell him personally, but he always refuse my offer. Assigned him to my dealer Wei Long doesn't work either.

Walter starts with negative affinity for every drug, and particularly bad for coke at -0.44. Meaning whatever you list, he's not gonna order. You'll have to slowly improve his loyalty and affinity by selling at minimal prices to the point where's guaranteed or very likely to accept. Eventually he'll start to order.

Relationship and addiction levels are too low. Just gotta roll with the punches with RNG until both of these factors are increased - Then he'll buy more, more often.

I tried too build the relationships. But when ever I tried to sell him, he always refuse my offer before my offering menu show up.

But I can't offer him anything because he always refuse me at the first place. I planned to give him 1$ products everyday. But he always refuse before my offering menu show up.
