Alcohol is not considered an Schedule 1 drug .. since it is not a controlled substance
Marijuana is still considered a Schedule 1 drug even though it is legalized in many places
the game is as the title states.. is about Schedule 1 drugs

Alcohol is not a Schedule 1 listed drug , so it doesnt fit the "theme" of the game
grand theft auto isn't only about grand theft, nor even primarily about stealing cars.
