It was not clear in the game, but to be able to order shipments from suppliers you need to keep ordering dead drops to gain a good relationship. Asking to meet up does not contribute to relationship. Order a few extra dead drops will have them text you that you can order direct to door.
Debts
A very easy method I have found and use to pay off my debts to suppliers is to have a bunch of cash sitting in their designated dead drop. This way, as soon as I order more supplies, the debt is paid off. When ever I am close by to their dead drop, I fill it with more cash for later.
Filling Dead Drops
I could not find anything online regarding what happens to items left inside the many dead drops on the map. I tested a few things to see what would happen, but I would love if someone assisted and I could add their findings here too.
Filling ALL dead drops with items
I was curious what would happen if I ordered a dead drop and all locations were full with individual unique items. I ran around finding them and putting single unique ingredients in each slot.
The outcome was that the dead drop text would not drop
Filling ALL BUT 2 dead drops with items
I emptied 2 dead drops near the Docks Warehouse and once I emptied the second one, the first one received the pending dead drop. I ordered more supplies and saw that the dead drop would now alternate between the 2 dead drops.
This means I could now dictate where the drops will be.
You can only have 1 dead drop arrive in that location, so if you had Weed, Coca, or Pseudo, you'd need to run back and forth between 2 dead drops at a time.
Notes
  • I am certain that the dead drop just needs a single item, not all the slots.
  • Dead drop orders do not overwrite existing items in a dead drop
  • Dead drop order will not go into the dead drop that was most recently emptied
  • Haven't tested to see what happens if 3 locations are available, I assume it will do a 50/50 split between the 2 that were not touched recently
  • Not sure how the allocation of dead drops works when all are available, at the start of the game, orders drop quite close by...
Unrelated: Press F for Torch, this wasn't explained in the game and found it by accident

What if you're on a quest that includes picking an item up from a dead drop but doesn't register with the game and advance the quest after you do so?
